This issue starts with a case involving M.A. Mortenson’s appeal of an Armed Services Board of Contract Appeals (ASBCA) decision involving contract interpretation. Mortenson lost the appeal, partially on its own testimony suggesting it knew of the conflict before it bid and should have resolved it then. The remaining cases involve corruption in local government, payment of relocation costs for building repairs and how a city waived immunity from a contractor.

This month’s Tips and Techniques is the second of a two-part Excel tutorial for productivity analysis and claims support. This tutorial shows how to compare actual progress over time to the early and late start progress as computed by Primavera’s P3 scheduling program.
