First, your editor is proud to announce that Construction Claims Advisor has won the 2004 T. Randolph Russell Award for Newsletter Excellence from the Construction Writers Association. (For the full press release, see http://www.constructionclaims.com/press/051004.html .)

Decisions this week include three bid protests from the General Accounting Office and two cases on attempts to prosecute breach of contract -- one successful and one not.

In Tips and Techniques, we include a blurb on a report available from the Surety Information Organization on Why Contractors Fail. Additionally, we included the first of several articles reporting from the Project Management Institute's College of Scheduling's first annual convention in Montreal.
