MARIANNE C. RAMEY, PE, F.ASCE, MIEAust, CPEng, PMP, MAE

Ms. Ramey is the founding member of Project Advisors International LLC. She has over 25 years of experience in the engineering and construction industry. Ms. Ramey has extensive project management, scheduling and controls experience involving mega construction projects located throughout the world. She has assisted in development of: project control tools, management procedures, methods to comply with specialized contract requirements, alternative solutions to problems, interface management, risk identification and control, expert witness and presentation of analysis in various forums. Ms. Ramey has worked on projects across the U.S. including most west coast states, Hawaii and parts of the east coast. Ms. Ramey is a registered professional engineer in 12 states, including the District of Columbia. She has also worked outside the U.S. on projects in Australia, Canada, China, Egypt, Ethiopia, Finland, Guam, Indonesia, Jordan, Kenya, Nepal, Oman, Pakistan, Panama, Philippines, Malaysia, Singapore, Sri Lanka, Thailand, and Venezuela.

Ms. Ramey has wide-ranging project management, scheduling and controls experience involving large and capital intensive construction projects. She has assisted in development of: project control tools, management procedures, methods to comply with specialized contract requirements, alternative solutions to problems, change order control procedures, recovery plan development and implementation, and presentation, presentation and defense of expert analyses in various forums. Ms. Ramey has been qualified as an expert witness in international arbitrations and Armed Services Board of Contract Appeals. She has also served as an independent expert to an ICC Tribunal during their deliberations on schedule impacts.

Ms. Ramey has also taught CPM scheduling, delay analysis techniques and hands-on computer software application to project managers, engineers, architects, quantity surveyors, inspectors, design managers, and supervisors. Ms. Ramey has worked extensively with Primavera Project Planner, Microsoft Project, and Artemis scheduling systems to schedule and monitor projects, perform analyses, prepare reports, and present information.

Ms. Ramey’s recent projects include: hydroelectric project in Ethiopia, combined cycle 800 MW privatized power plant in Boston, USA; 1300 MW combine cycle power plant in Singapore; hydropower project in Kenya; flood control and power plant project on the Indus River in Pakistan; Upgrader facility in Venezuela; magnesium oxide processing facility in Jordan; computer chip manufacturing facility in North America; process chemical plant in Argentina; and an LNG plant in Oman.

Topics on which she has been asked to express expert opinions include: delay due to design changes; import regulation changes, unforeseen conditions delay; force majeure delays; delay caused by the inability to institute a second shift due to permit restrictions; delays due due to increased quantities of work; delay due to changes to the design; delays due to late drawing issuance; delay caused by a block failure of a slope, dispute between control system subcontractor and electric subcontractor on a wastewater treatment; changes to the program for a fast track silicon chip manufacturing facility, division of responsibility dispute between consortium/JV partners; owner changes and contractor changes to a multiple phase six building modular construction condominium; expediency and efficacy of reconstruction of luxury resort hotel in Hawaii after extensive damage from a hurricane; recovery of delays and development of an acceleration plan for a hydroelectric power plant due to changed site conditions; delays in the turnover of areas and its effect on exterior cladding renovation on office building in Washington, DC; owner and contractor changes on construction of new and renovation of older subway stations and associated tunneling on various projects in Singapore; change of scope and delay in airport runway rehabilitation and upgrade in Seattle, Washington; exterior building cladding subcontractor default on the largest federal office building in Washington, D.C.; utility interference/road construction; water treatment plant; recreation and athletic center; university Laboratory and Classroom building; University Fine Arts Auditorium; multiple $30+ million dollar highway reconstruction projects; 12-building and site support facilities for a University campus; two pre-cast concrete segmental bridges; downtown multiple building and block redevelopment project; fire retardant plywood roof inspections; bridge rehabilitation; and hotel resort in Arizona.

Other projects include: combined cycle power plant project in Australia; acrylics process plant in Malaysia; process chemical plant in Argentina; two power plant projects in Nepal; coal fired 1300 MW privatized power plant in Indonesia; deep tunnel sanitary outfall in San Diego, CA; LNG plant in Oman, ADB-funded hydroelectric project in Sumatra, Indonesia; marine facility in Singapore; PET plant in Indonesia; pharmaceutical manufacturing plant in Singapore; three mass rapid transit system expansion projects in Singapore; heavy civil work on a new dam project in China; 500 MW hydro-electric power plant expansion in Indonesia; new design-build international airport in Malaysia; expansion and rehabilitation of an international airport in Guam; two port expansion projects in Malaysia and the Philippines; high-rise hotel and condominium project in Indonesia; earthen dam and flood storage project in the Philippines; causeway/road project in the Philippines, three-building multi-story addition to a hospital in Sri Lanka.

In addition to analyzing claims, Ms. Ramey has also participated in utility management audits including: private water company in New Jersey, $500 million wastewater treatment plant expansion project in Washington, and a public water authority in North Carolina. The management audits identified areas for improvement in the daily workflow management, project reporting, organization and scope of services. Specific recommendations and implementation strategies were developed and documented in written reports.

Past experience includes working as a civil engineering director for expansion of Marriott limited-service hotel lodging products. Ms. Ramey was responsible for developing, analyzing, and recommending engineering alternatives, as well as hiring, managing, and supervising consultant teams. Additional duties included determining and negotiating approval conditions with local regulatory staffs, advising the legal department on permitting and site issues, and advising the Hotel Operations Vice President on the status, schedule and risks associated with each project. Ms. Ramey testified at public hearings as the Company representative.

As a member of the Board of Directors for a multi-use municipal utility district, Ms. Ramey was responsible for approving capital improvement plans, operations and maintenance, financing of improvements and contracts. The board also determined the tax rate for each property owner to recover the capital costs and the user charges for the actual services.

Ms. Ramey began her engineering career with design and management of land development engineering projects. She served as the Master District Engineer for a 6,000-acre mixed-use development. As the Master District Engineer, she was responsible for the planning, design, estimating and construction oversight for the water, sewer, drainage and treatment systems to serve the development. She has designed a 2.0 million gallon elevated water spheroid water tank, sewage lift stations, many miles of collection systems, and two ground water treatment and distribution plants. Ms. Ramey has coordinated, monitored and directed construction document production, assisted the owner in bidding the projects, monitored construction progress, resolved field issues and approved contractor payment requests.
