Mr. Arsenio Gutierrez has over 20 years as a Manager on a diverse range of fields and projects including the GLK1 Algerian gas complex revamping and Spanish Biomass power plants project. Experience in the commercial and contractual aspects of construction management has been acquired by working with national and international contracting organizations. Involved in all aspects of projects including rate submissions, re-measurement, preparation of monthly valuations, final account administration and negotiation of claims to final settlement.

Consultant in engineering & construction – Claims and Project Management-

Since September 2003, established as independent consultant in Engineering and Construction, specialized in Claims, implementing disputes prevention programs, as well as developing claims files and defending against them. Some claim references are in the fields of: Co-generation power plant, Waste to energy power plant, Airport facilities, Offices building facilities and Combined Cycle Power Plants. Also established as lecturer in prevention and management claims (COIIM – Madrid).

Hydro Power Plants range from 110 up to 1000 MW - Peru - EUR 120 million

Special Project Director assigned to Peru projects (San Gaban, Mantaro and Machupichu) to reach a final settlement with Clients including financial and technical aspects. I report to the Manager Director.

At ALSTOM Power, S.A. Hydro Segment headquarter in Paris; I created a special team with the corresponding Project Managers, to cope with the outstanding for reaching a final agreement with Clients, during the exceptional closure of the corresponding projects.

My main duties have been to develop a Strategic plan as well as an Action plan to conduct the process both internally working with Alstom branch and externally dealing with Clients at Lima, supported by legal local advisors.

Biomass Power plant 25 MW – Baena, Spain – EUR 46.64 million

Project Manager of ALSTOM Power, S.A. to manage its share of supply within a silent consortium agreement with Standardkessel, to supply two biomass power plants under a turnkey contract condition.

At headquarter; I had a team of four Senior Process, Mechanical, Electrical and Control Engineers plus a Project engineer in charge of the schedule using Microsoft Project. On Site, I had a team of three Supervisors (mechanical, electrical and control) plus a Quality and Safety&Health Supervisor leaded by a Site manager responsible of Civil works as well. My main duties have been Contract Management focused on the contract principles within a limited budget and time frame, aimed to provide full contractual guarantees efficiently. The contract is currently fulfilled for the first plant. Consortium mutual claims already settled.

Skikda GLK1 Algerian gas complex electrical revamping – USD 15 million

Project Engineer in the electrical revamping of the gas complex GLK1 Pole I, in Skikda (Algeria), 150 workers as direct manpower and 50 workers as indirect manpower on site. The budget was USD 15 millions and the contractual schedule 12 months. The final Client was the Algerian national group Sonatrach and the main contractor M.W. KELLOGG. The project target was fulfilled, including USD 3 million as variations.

Duties included managing the control and planning team, submitting to Client the schedules and reports, representing to ABB in all project follow-up comities; managing the teams for quantities invoicing, procurement and variation estimate. Coordinator of the following ABB Site teams: detailed engineering, task activities, erection, quality control, commissioning and administration, acting as Project Manager during the corresponding vacation period of the Project Manager.

Several Spanish cities public transport ticketing system – EUR 3 million

Contract Administrator, responsible for all aspects of the project with the assistance of 3 Senior System engineers. Duties included the tendering, administration and management of the corresponding projects of integration of a ticketing system in public transport in several Spanish cities, under CHIP card technology, developing a software application to run on Finnish hardware (Intermarketing), supplying the managing systems.

Technical engineering college – 3 courses full time Technical College teacher of Mathematics, Organization, Health & Safety and IS.

Introduction of new business model in ARTESPA—A – turnover EUR 12.3 million Head of Production and Quality department of the company (working in the field of furniture and decoration, with a turnover of EUR 12.3 MM and 160 workers as manpower). At the beginning, together with the Instituto de Estudios Superiores de la Empresa (IESE), developed a competitive model for manufacturing.

Deputy Manager of IS department (reporting to Chairman) since April 1990, responsible for the Company’s Managing Systems, with the assistance of 2 Senior Systems engineer and one Senior Systems Analyst.

As part of the global project, I introduced the rationalization of the existing company management systems, as well as new business units and the Sale Point Terminal network.

UNELSA electrical contractor in the sugar and yeast field – EUR 7.5 million

Technical Manager of the company working in the electrical erection and maintenance field, mainly in yeast and sugar factories, with a turnover of EUR 2.5 MM and 60 workers as manpower.

Duties included designing and erecting the electrical systems of HV, MV and LV, supplied by the company, supporting technically to customers, budgeting and controlling and management of all projects of the Company.

Involved in all aspects of projects including rate submissions, re-measurement, preparation of monthly valuations, final account administration and negotiation of claims to final settlement.

Joined COMELECTRIC as electrical qualified in MV y L.T., and later on, as electrical Foreman. Practices during summer holidays.
