Subcontractor’s Reservation of Rights Upheld Despite Accord and Satisfaction Language

On a roofing contract to cover up the money at the Bureau of Engraving and Printing's main building in Washington, DC, the General Services Administration's Board of Contract Appeals ruled that a subcontractor's scope qualification contained in its proposal for a change order was incorporated by reference into the contract modification.
