REJECTION OF UNBALANCED BID UPHELD

In this painting contract, the Department of the Army rejected the low bidder where the bid included overstated prices for some line items. The agency determined that, due to uncertainty in estimated quantities, the bid posed risk that the government would pay an unreasonable price for contract performance.
