VIRGIN ISLANDS ENJOINED FROM FURTHER ACTION ON CONTRACT BECAUSE OF POLITICAL INFLUENCE AND CORRUPTION

United States Court of Appeals for the Third Circuit

After 20 years, countless court hearings, and a number of failed consent decrees, the Virgin Islands Government (VGI), in response to violations of the Clean Water Act, declared a state of emergency and lifted contracting regulations. The VGI negotiated a contract with a company to address the violations. The District Court ordered an injunction against VGI completing the contract because if found, and the Circuit Court agreed, that the contracting process was fraught with political influence and corruption.
