United States Department of Agriculture Board of Contract Appeals

On a road construction project for the Redding, California office of the US Department of Agriculture Forest Service (FS), Hat Creek Construction (Hat Creek) claimed where the contract documents designated a borrow pit as PIT LOCATION RIPRAP and PIT RIPRAP, there was an affirmative representation the site was a suitable source for providing the needed riprap for the project.
