SUBCONTRACTOR HAD NO RIGHT TO PERFORM ADDITIONAL WORK ORDERED BY PROJECT OWNER

A supplementary contract and change order do not carry the same weight, according to a state high court. A subcontractor is not automatically entitled to perform work on an add-on project when the owner issues a supplementary contract.
