PROJECT LABOR AGREEMENT DID NOT VIOLATE COMPETITIVE BIDDING LAWS

A project labor agreement does not bar non-union bidders from participating in a bid solicitation, says a state appeals court. Nor does it go against the state’s competitive bidding statutes.
